The purpose of this memorandum is to remind you of the importance of each member federation of UANA to attend the FINA Congress and to support the candidacy of our dear friend and colleague, Dr. Julio C. Maglione (URU) as he seeks the role of President of FINA for the FINA Quadrennial 2009 - 2013. In order that there may be accredited delegates at the FINA Congress representing your federation it is necessary that the FINA Delegate Registration Form be completed and sent to FINA Lausanne not later than July 3. You are reminded that the Union Americana de Natacion, at the Quadrennial Congress of UANA held in July 2007 in Rio de Janeiro, on the occasion of the Pan American Games, unanimously elected the following six (6) persons from our Americas to sit on the FINA Bureau 2009 - 2013: Zone 1 CONSANAT Dr. Julio C. To comply with the FINA Nomination Process, I request that the President and General Secretary of each of the federations of URU, BRA, PUR, CUB, USA and CAN file the nomination papers in accordance with the deadlines stated by FINA. On behalf of the Executive Committee of UANA, I ask that you support the six individuals named above, thereby making a strong statement of unity in the Americas. Finally, I remind you that FINA has provided a nomination form whereby you may nominate individuals who you believe could deliver strong technical service to a FINA Technical Committee; individuals to whom, if appointed, you would pledge the full support of your federation to ensure the individual is able to fulfil his/her mandate. FINA Releases Final List of Approved Swimwear
FINA Executive held a meeting in Lausanne Switzerland on June 19, 2009 to consider the swimsuits approvals under the transitory regulations in accordance with the Dubai Charter.
The Executive reviewed the recommendations of the Swimsuit Commission issued on June 18, 2009 in connection with the swimsuits subject to re-examination further to the first Commission Meeting on May 19, 2009. The Manufacturers have re-presented their swimsuits with modifications. In certain cases, the Manufacturers have submitted arguments regarding the fact the construction or material of their swimsuits would not create air trapping effects.
The Executive approved the swimsuits as per attached list. Regarding the application of the criteria, the Executive found that the evidence of "in use" air trapping effect is complex and that it would require considerable time to create and implement comprehensive control mechanisms and test methods which would permit to establish the effect with absolute certainty in connection with particular swimsuits. In a transitory period where the industry had little time to anticipate the requirements, it is also important to take into account that the outcome of the approval process can have substantial impact on existing production and stocks. Therefore, in cases where there was a reasonable doubt as to the effect, such doubt had to be taken into account in the decision concerning the respective swimsuits.
To secure a level-playing field, the swimsuits approved will be available to all swimmers at the World Championships in Rome. The approved swimsuits will be labelled and will be checked in Rome prior to competition. The rules regarding shape, use of only one swimsuit and no taping will be strictly applied and controlled in the first call room. FINA will continue the process of controlling the evolution of swimsuits and will issue new rules including new criteria for 2010.

Cancellation of Youth Pan Am Water Polo
Dear UANA TWPC and Water Polo Friends,
Unfortunately, due to a lack of committed entries from national federations by the stated entry deadline as well as difficulties encountered with the swimming pool in Kingston, UANA is announcing that the 1ST UANA PAN AMERICAN WATER POLO YOUTH (16 Under) CHAMPIONSHIP has been postponed and will not occur this August in Kingston, Jamaica, as had been scheduled.
UANA and the UANA TWPC will be rescheduling this event, should the Federations of UANA show interest in participating in such an event. We intend to have this event for both Men's and Women's teams and we believe that it is an important event and category for the development of Water Polo in the Americas.
We would appreciate receiving any advice or information that you, our member Federations, wish to give us related to the timing or location of this important event. Any other comments you might have would be appreciated. In 2010 UANA will be scheduling a UANA Cup to qualify a mens and a womens teams for the FINA World Cup, the Pan American Junior Championships to qualify teams for the 2011 FINA Junior World Championships, and a new event - a Pan American 21 and Under Championships. Sincerely, Bill Frady Chair - UANA TWPC fradybn@msn.com |

2011 Pan Am Games
Guadalajara, Mexico
October 13 - 30, 2011
The UANA Technical Swimming Committee (TSC) has made the following recommendations to PASO/ODEPA for the swimming competition at the 2011 Pan American Games to be held in Guadalajara, Mexico: -The 800 & 1500 free be swum as preliminary and finals regardless of the number of athletes entered. - All events be swum through preliminary, semi-finals (where scheduled) and finals regardless of the number of athletes entered. -Relays to be swum in both preliminaries and finals regardless of teams entered.
- Schedule of Events - Swimming Time Standards The UANA TSC had previously sent out a call for nominations of Referees and Starters from the UANA Federations which will result in the 1st UANA Technical Officials listing. The existing FINA list 15 referees and starters were grandfathered to the listing. Those numbers included 35 referees and 20 starters that were grandfathered. At the deadline only another 9 referee and 4 starter nominations were received from 4 countries. If we are to use this listing as the roster from which nominated officials must come for the 2011 Pan American Games, at present we do not have sufficient technical officials to select from. Please consider this a follow up request for nominations from the 34 Federations who did not respond. We would propose the new deadline be August 31, 2009. Bill McFarlane (CAN), Chair UANA TSC

XXVI Central American and Carribean Championship
The CCCAN Championships are a biennial aquatics championship for countries in Central America and the Caribbean. The 2009 event will be held June 28 through July 6 in Barquisimeto, Venezuela. The name of the event comes from the event's organizers: the Central American & Caribbean Swimming Confederation, whose abbreviated name is CCCAN.
The CCCAN Championships are held every odd year, and began in 1960. The most recent edition was held June 25-30, 2007 in San Salvador, El Salvador. The 2009 CCCANs were originally awarded to Cartagena, Colombia; however, in late 2008, the city announced it could not host the championships. In early 2009, Mexico came forward to host the event. Due to an outbreak of the swine flu virus, the event was moved to Venezuela. In addition to CCCAN members, South American countries which border on the Caribbean have also participated in the championships, including Suriname and Venezuela. This is how Venezuela can play host to the 2009 championships.
CCCAN Congress to be held June 29th, 2009.
